WAF detection with sending MultipartFormDataContent

I recently report a bug trying to send MultipartFormDataContent with .net. Azure WAF block the request with a Multipart request body failed strict validation. https://github.com/dotnet/runtime/issues/98089 This is a false positive because the boundaries are surrounds in the HTTP header with double quotes.
